the paper reports that the latest 2017 edition of the “Integrated Environmental Protection Directory” lists 885 products that are highly polluting, and which pose high environmental risks. The directory is published by the Ministry of Environmental Protection (MEP) for 14 government departments and disclosed to the wider public. The list of so-called “double high” products provides a reference for government departments, enterprises, social organisations and the wider public to participate in environmental governance. The trade of multiple batches of double high products has already been prohibited.
