Our summary and analysis from the Bonn Climate Change Conference was published just in time for your final preparations for the review of SDG 13 (climate action), which is one of the subset of Sustainable Development Goals (SDGs) that will be focused on by the July 2019 session of the High-level Political Forum on Sustainable Development (HLPF).
Hot Off the Press
The Bonn Climate Change Conference was expected to advance work on several issues to facilitate implementation of the UN Framework Convention on Climate Change and its Paris Agreement, due for completion at the Santiago Climate Change Conference in December 2019. Delegates made progress on a number of issues, including on the Paris Agreement Article 6 (market and non-market cooperative approaches). However, several parties left disappointed with the outcomes related to scientific issues. Most notably, many delegates and civil society demonstrated and repeated the mantra “Science is not negotiable” to express their frustration with the outcome on the Intergovernmental Panel on Climate Change (IPCC) Special Report on 1.5°C of Global Warming. Parties agreed to thank the IPCC for its work on the report, but did not engage in substantive discussions of its findings as many had hoped. Happening This Week
We are at the first meeting of the parties to the Montreal Protocol on Substances that Deplete the Ozone Layer since the entry into force of the Kigali Amendment. Opening speakers urged all parties to ratify the Kigali Amendment as soon as possible, called for ensuring that energy efficiency improvements in the refrigeration and air conditioning sector are included in the Amendment’s implementation, and highlighted the need for improved global monitoring. Talks on the post-2020 global biodiversity framework are underway at the 9th Trondheim Conference on Biodiversity. Among other agenda items, this Conference reviewed the implications of recent assessments for the post-2020 framework. These assessments include: the IPBES Global Assessment on biodiversity and ecosystem services; the Intergovernmental Panel on Climate Change Special Report on the impacts of global warming of 1.5°C above pre-industrial levels; the report on the State of the World's Biodiversity for Food and Agriculture of the Commission on Genetic Resources for Food and Agriculture of the Food and Agriculture Organization of the UN; the Global Resources Outlook 2019 by the International Resource Panel; and the World Ocean Assessment from the Regular Process for Global Reporting and Assessment of the State of the Marine Environment. http://enb.iisd.org/biodiv/ trondheimconference/9/
