ENB This Week: CCICED Discusses China’s Five-Year-Plan and Belt and Road Initiative; World Circular Economy Forum Recommends “Living Instead of Consuming”

Dear Colleagues,
Last week, our team was in China where CCICED delegates urged China to help Belt and Road Initiative partner countries meet their respective commitments under the Paris Agreement and the SDGs. We were also at the World Circular Economy Forum, which called for education that breaks silos and promotes interdisciplinarity.
Hot Off the Press
Participants at the 2019 Annual General Meeting (AGM) of the China Council for International Cooperation on Environment and Development (CCICED) discussed recommendations that will help shape China’s domestic and international policies, including its 14th Five-Year Plan and its Belt and Road Initiative (BRI). International delegates urged China to help BRI partner countries avoid becoming locked-in to outdated, polluting technologies, and to help them meet their respective commitments under the Paris Agreement and the SDGs. http://enb.iisd.org/cciced/agm/2019/
"Living instead of consuming" was a popular quote during the 2019 World Circular Economy Forum (WCEF2019), with many participants calling for an in-depth assessment of the main barriers to the circular economy transition and for education that breaks silos and promotes interdisciplinarity.
The discussions will continue at the fourth Forum to be held in Canada in 2020. http://enb.iisd.org/wcef/2019/
Happening This Week
The Global Environment Facility (GEF) Council Consultation with Civil Society Organizations (CSOs) took place on Monday. Discussions focused on a proposed new paradigm of GEF-CSO partnership as well as practical experiences and lessons learned regarding the production, consumption and waste management of plastics. On Tuesday, the Council is expected to consider the largest ever proposed work program, which amounts to $865.9 million in projects and programs including four “Impact Programs.” http://enb.iisd.org/gef/council56/
The 20th Meeting of the UN Open-ended Informal Consultative Process on Oceans and the Law of the Sea (ICP-20) is focusing on the theme, “Ocean Science and the UN Decade of Ocean Science for Sustainable Development.” http://enb.iisd.org/oceans/icp20/
On the Horizon
At the end of this week, many ENBers will be heading to Bonn, Germany. We will be covering the 2019 Bonn Climate Change Conference, holding a strategic planning meeting and training our newest cohort of Earth Negotiations Bulletin writers. Check out our Twitter feed (@IISDRS) for updates on all three meetings. http://enb.iisd.org/climate/sb50/
We will also be tracking talks at the ninth meeting of the Ad Hoc Open-ended Working Group to Enhance the Functioning of the Multilateral System of Access and Benefit-sharing (MLS) of the International Treaty on Plant Genetic Resources for Food and Agriculture. Among other issues, delegates will discuss digital sequence information. http://enb.iisd.org/biodiv/itpgrfa/owg-efmls-9/
