Dear Colleagues,
Article 6 establishes a framework that provides for voluntary international cooperation that may facilitate the use of market-based approaches to achieve the objectives of the Paris Agreement.
In this context, I am pleased to share that at COP24, Asian Development Bank (ADB) has announced the launch of the Article 6 Support Facility, a $4 million initiative to help developing member countries (DMCs) in Asia and the Pacific to identify, develop and pilot mitigation actions under the framework of Article 6 of the Paris Agreement.
With an objective to support its DMCs in undertaking pilot activities for the new mechanism(s), ADB is now also supporting the development of a Guidebook of Pilot Activitiesunder Article 6 of the Paris Agreement. The guidebook is aimed to help stakeholders understand key principles that are relevant for the design of pilots. It provides a set of elements that can be tested, and illustrates alternatives with regard to the combination of such elements through the means of decision trees. Moreover, key documents useful for the development and testing of alternative approaches are presented.
As a part of the broader consultations, we are pleased to share the first draft of this Guidebook of Pilot Activities with a request for your valuable comments and suggestions. Kindly send your feedback to Mr. Brij Mohan at bmohan.consultant@adb.org by 15 January 2019.
With regards
Virender
