What: Double counting of emission reductions (ER) could undermine global climate action by making global reductions appear greater than they really are. Keeping track of ER and where they go when transferred away from their original source with ER Transaction Registries is one way to prevent double counting and preserve the integrity of global climate efforts.

 

The World Bank has developed a centralized system that records and tracks the issuance and transfers of ER units generated under its results-based climate finance programs, known as CATS (Carbon Assets Tracking System). CATS provides a user-friendly way to register, track, and where appropriate, retire or cancel ER units; provides a strong and reliable architecture to create, govern, store, and maintain data; guarantees operational transparency and security; and mitigates double-counting, double-claiming, and double-selling risks for the ER units generated under its ER programs.

 

In this learning session, Dr. Julian Gonzalo Jimenez, Senior Carbon Finance Specialist with the World Bank Group, will introduce CATS, provide an overview the improvements released in February and June 2020, and highlight ways it can support countries seeking to transfer or acquire ER units to meet their commitments under the Paris Agreement.
