China’s State Council has released a plan to make Hainan, China’s southernmost province, into a “green island”. Highlights include phasing out combustion vehicles, banning disposable non-degradable plastics and conserving coastal wetlands. The goal for air quality is to keep annual average PM2.5 pollution below 18 micrograms per cubic metre – far lower than the 35 microgram national target that many Chinese cities struggle to attain.
