ENB This Week: Global Platform on Disaster Risk Reduction calls for integration with the SDGs; final session to consider a Global Pact for the Environment opens

Dear Colleagues,
Where are we nearly four years after the historic adoption of the Sendai Framework for Disaster Risk Reduction (DRR), the Sustainable Development Goals (SDGs) and the Paris Agreement on climate change? We have just released our summary of the sixth session of the Global Platform on DRR, which took stock of progress on the Sendai Framework. Now, our teams are preparing to cover events in July, September, and December that will answer similar questions with regard to the other two 2015 landmark agreements. 
Hot Off the Press
The sixth session of the Global Platform on Disaster Risk Reduction took stock of countries’ progress toward achieving the Sendai Framework for Disaster Risk Reduction (DRR) and affirmed the role of DRR in scaling up action on climate adaptation and resilience. Delegates urged governments to step up their efforts in implementing the Sendai Framework. The Chairs’ Summary of the event includes recommendations for a mid-term review of the Sendai Framework and calls for DRR to be fully integrated in the implementation of the SDGs. http://enb.iisd.org/undrr/globalplatform/2019/
The fourth annual meeting of the Multi-Stakeholder Forum on Science, Technology, and Innovation for the Sustainable Development Goals (SDGs)—STI Forum 2019—featured a series of 90-second innovation pitches and nine substantive panel discussions. The Forum also examined the way forward for the facilitation of STI for the SDGs, with calls for, inter alia, greater science-business connections to drive implementation, more resources and funding, operationalization of an online inventory of STI, and making the STI Forum a culmination of intersessional work. Results from the Forum will be forwarded to the July 2019 meeting of the High-level Political Forum on Sustainable Development (HLPF). http://enb.iisd.org/sdgs/sti/forum4/brief/sti_forum_2019.html
Delegates at the 49th session of the Intergovernmental Panel on Climate Change (IPCC-49) considered the 2019 Refinement to the 2006 IPCC Guidelines for National Greenhouse Gas Inventories (2019 Refinement), among other issues. On Sunday evening, 12 May 2019, they adopted the Overview Chapter of the 2019 Refinement to the 2006 IPCC Guidelines for National Greenhouse Gas Inventories (2019 Refinement) and accepted the underlying report. The 2019 Refinement is expected to help the Paris Agreement implementation process. http://enb.iisd.org/vol12/enb12748e.html 
Happening This Week
Our team is in Nairobi, Kenya, for the third and final substantive session of the Ad Hoc Open-ended Working Group (OEWG) to consider a global pact for the environment. The Co-Chairs’ summary of the second substantive session identifies different views on the nature and format that a pact should take, ranging from a legally-binding instrument to a high-level political declaration or a document agreed by the General Assembly. On the first day, delegates discussed the objectives that should inform the Group’s recommendations, the substantive recommendations themselves, and the process for achieving them. Differences in views emerged on process questions, particularly on references to considering adoption of an international instrument, with no consensus on whether to pursue a new international instrument, either binding or non-binding. Later this week, will be in Heidelberg, Germany, reporting on discussions at the International Conference on Climate Action. This event will consider how vertical and horizontal cooperation can strengthen climate mitigation and adaptation activities. On the Horizon
We are looking forward to covering the proceedings of the UN Human Settlements Programme’s (UN-Habitat) first ever UN-Habitat Assembly session, which opens on 27 May. As decided in UN General Assembly Resolution 73/239, adopted in December 2018, the UN-Habitat Assembly replaces the Governing Council and will be the highest-level decision-making body on sustainable urbanization and human settlements. http://enb.iisd.org/habitat/assembly/1/
